Doug Sparks is the Founder and CEO of Precision Value Based Management. Doug is a currently recognized healthcare strategist with over 35 years of experience in the industry following eight successful years on Wall Street. He founded Precision Value Based Management with the passion to address the coming needs of value-based compliance mandates.
In the past he served as the Chairman of a publicly traded physical therapy company, accelerating revenues, and taking them through a completed acquisition. Following this acquisition, Doug created from inception to full scale operations, a large multi-location private physical therapy enterprise, selling his personal interest in 2001. Since 2002, he has built comprehensive compliance and revenue models for physicians, groups, hospitals, ACOs, IPAs among other various health care industry stakeholders.
In 2018, Doug's former company DPT Healthcare Partners, was honored to be recognized by receiving the Top 10 Innovation & Technology Companies In Healthcare award at the SmartHealth conference. Later, in June of 2019, Doug was again named among the Top 100 Leaders in Healthcare Globally at the International Forum on Advancements in Healthcare conference. Doug was then awarded again with the 2021 Top 100 Visionaries in Healthcare award as a result of Precision Value Based Management’s value-based programs that have been extensively developed through his visionary and strategic health care industry experience.
Doug is known best for creating several first-to-market transformative health care models that have become the industry standard.

All of our partners have deep, strategic relationships with policy makers and industry leaders. The team that produces this great singular platform is made up of many separate companies, all working under one umbrella.
Our mission is take this program, used previously only by institutions to quietly grade their physicians (and share nothing with them), and turn it around to give the physicians the cheat sheet and platform for superior compliance practice earnings. This is literally the Dream Team of healthcare on a mission to drive value based physician compliance and revenue.
Ray Vuono is the Technology Partner and Chief Information Officer for Precision Value Based Management.
Ray for more than 20 years has served as a C-level executive managing growth and business strategies while developing and providing solutions for connectivity, interoperability, and collaboration using cloud-based applications for both private and public companies in the health care space. In these roles, Ray has managed large-scale clinical and behavioral health EHR projects for both for-profit and public non-profit agencies. He has also managed full development centers both internationally and domestically.
Ray brings both knowledge and experience in health care technology that includes application development, data interoperability, and adherence to standards and requirements. Ray has worked with public, private, provider, and patient initiatives in health care. In the 1990’s Ray also was a principal for a very successful nationally recognized insurance brokerage.
Bradley Herzog serves as Health Care Delivery Innovation Strategist and Co-Founder of Precision Management Central, the administrative and operational division of Precision Value Based Management.
Bradley is a seasoned health care executive with over 42 years of vast experience in health care strategy and operations delivering operational excellence for fortune 100 and top 10 regional, multi-state and national health plans, HMOs, TPAs, MEWAs, IPAs, and related health care delivery organizations. His innovative knowledge of various stakeholders, payor financial structures, provider network delivery/contracting methodologies, claims payment administration, utilization programs, and client services along with expertise in branding, marketing and sales have allowed him to leverage industry-unique strategies to create increased efficiency and profitability within the compliance and delivery of health care domestically and internationally.
Bradley is an executive and owner of multiple business enterprises within the following industries; health care, domestic/international real estate development, multi-industry sector international governmental and humanitarian project development, consulting, and entertainment.
John Thompson is the Co-Founder and Chief Operating Officer of Precision Management Central, the administrative and operational division of Precision Value Based Management.
John started in Health Care in 1990 providing key executive leadership for a startup company at that time, Rocky Mountain Care, a trusted provider of hospice, home care, and skilled nursing services. Since then, he has worked in Senior Management and executive positions and holds extensive knowledge in all payor segments including managed care, Third Party Liability (TPL), compliance, audits, coding and billing overpayments, implantable device / DME auditing and reimbursement within the industry.
John with more than 32 years of extensive knowledge also remains the Chief Executive Officer for Clarity Implantable Solutions, LLC the successor enterprise to JET Recovery services that he also founded in 2009. John and a small group of entrepreneurs were the first to develop and manage this specialty implant audit service focused on the accuracy and cost of implantable devices to support health plans including; health care payors, workers' compensation payors, TPAs, union plans, and self-funded employer group health plans. Clarity continues to grow steadily under his executive leadership.
Tim Washburn serves as Chief Clinical Advisor for Precision Value Based Management and Precision related divisions.
Tim brings more than 30 years of nursing and executive leadership experience working with small to large health care entities to create innovative solutions leveraging technology, data analytics, strategic networks, and quality improvement methodologies across disparate organizations.
Tim’s focus for Precision is as a strategic advisor across multiple disciplines to improve whole health care systems through innovation and through an in-depth understanding of the contextual and Psychosocial Determinants of Health in which health care is delivered.
For almost 57 years Doug has been a pole vaulter. A 5 time All American and 3 time national champion in his youth, he had a personal best of 18'1". Doug was the 1996 Pole Vault Coaching Technician to the Centennial Olympic Games in Atlanta. There he spent the last six weeks before the Games helping the coaches and athletes from around the world prepare on both the practice and competition fields. The photo to the right is of Doug winning the 2017 World Masters Games in Auckland, New Zealand, as shown on the cover of National Masters News. He has won several National Masters Championships and has won World Championships and World Championships medals on five continents. Doug is only the 3rd 60 year old to ever vault 13', and the only one to vault 13' in six decades. Like Doug says, "Some people golf and some people surf. This is my reason to workout".
